What safeguards apply when police arrest a person without a warrant?

Arrest without warrant is limited to the nine instances of Sec. 54 CrPC §54.
The person must be informed of the grounds at the time of arrest Const Art 10(1) ICCPR Art 9(2), may consult a legal practitioner of their choice
Const Art 10(1), and must be produced before a Magistrate within 24 hours
CrPC §61. An arrest that goes beyond Sec. 54 is illegal and void per se
PPC §220.

The same safeguards apply, with additional protections. If a woman is to be searched or arrested, this must be
carried out by another woman CrPC §52.
Under the Police Rules her arrest must be carried out by an officer of at least Sub-Inspector rank with the
warrant recording the reasons, and she may not be kept in a police station overnight save in unavoidable
circumstances Police Rules 26.18A.

What is the maximum sentence for blasphemy under Pakistani law?

The Guide discusses blasphemy law only in the context of the Special Rapporteur's concerns about its vague drafting and risk of misuse — it does not set out sentencing provisions. To avoid guessing, the Assistant won't answer. Sentencing falls under the Pakistan Penal Code directly.
